For non-sending or inactive domains, it seems reasonable to me that an A+ posture should be considered for domains that have SPF with no sending sources -all and DMARC set to reject. Currently that combination results in a C+

Being able to set an inactive attribute on a domain could also help to create an alert for misconfigured inactive domains.
