analyzer consideration for non-sending/inactive domains

For non-sending or inactive domains, it seems reasonable to me that an A+ posture should be considered for domains that have SPF with no sending sources -all and DMARC set to reject. Currently that combination results in a C+ https://powerdmarc.com/analyzer/ We're also following the guidance in this blog entry for non-sending domains: https://www.cloudflare.com/learning/dns/dns-records/protect-domains-without-email/
